You need a UV Glass Glue, anything else will not be clear or won't hold glass together. I found some instructions and tips on glueing glass here. You will need some sunlight to give it a good bond.
I did a quick google search for "UV GLASS GLUE" and a lot of products came up. Or going to your hardware store they should have some for you too.

My venue does not allow open flames, so all candles must be in a holder. I have been spray painting old candle bases and rummaging for glass hurricanes to add height and visual interest to the table scapes, instead of just votives. The issue was when I went to super glue the glass to the bases, the glass "fogged" like a chemical reaction occurred with the super glue and glass? What kind/brand of glue works best on glass? I have seen other Bee's glue glass plates to glass vases to make cake stands, so it must be able to be done? thanks in advance
