I had exactly the same problem -- I fell in love with lace but the lace in my price range (under $1,000 and the closer to $500 the better) didn't do it for me. So I bought a $2,500 dress that's a few seasons old on ebay -- brand new. It's worth a shot. I went to the stores first and tried on dresses to figure out which designers I loved and what my size would be, and then took the plunge. Careful though, some ebay sellers allow returns and some don't.

You might also peruse Etsy to find a seller whose dresses you love and are in the right price range for your budget. If you can't find a ready-made dress that you adore (and if you have enough time), the seller will probably be happy to make one just for you, and just the way you like it!
I second JCrew. There is a really budget friendly strapless chiffon dress (whitney long). If you're looking for a less formal or dress for an outdoor wedding/reception.

Gorgeous shrung! Paloma Blanca makes some beautiful plain silk gowns, but I'm not sure of the price range.
What about a bridesmaids dress? I know this one has a band under the bust, but if you chose the dress to have the same color, it wouldn't compete.

I know you are looking for a strapless simple silk gown but when I was browsing through the David's Bridal website I saw that one of the Oleg Cassini gowns that is all lace is on special for $650 and I thought you might be interested. I'm not sure how long that's going to last so if you want to check it out here's the link, I'll keep looking for something silk for ya.

I have long been in love with the look Alencon lace, but am realizing that the beautiful $2,000+ lace gowns aren't in my budget! I have recently gotten excited about the idea of wearing a simple, elegant silk gown with a lace shrug like this: http://www.etsy.com/view_listing.php?listing_id=25562099
However, I have had terrible lucking finding reasonably priced (well under $1,000) plain strapless gowns! They all have some sort of beading or styling that I think would compete with the shrug.
