You can probably do them in MS Illustrator. It looks like those tags might just be a stamp.
@BoiledPNut: Thanks... is MS Illustrator a free (or relatively inexpnsive) program to get? And easy to use?
And, it does look like the front of that tag is a stamp, but I'm still stumped about how to get table numbers and names on the other side of the tags, other than just hand writing them, which is not really the look I'm going for.
As for names and table numbers, maybe you can print them on a clear label and trip them around the card?

Ok, so I am not a crafty person, but I am persistent and patient and will spend a lot of time trying to make DIY wedding decor absolutely perfect (I spent most of the day yesterday designing Save the Date postcards on Picnik and Vistaprint). I don't have access to programs like Photoshop or Publisher.
We are having homebrewed beer as our favors in 22 ounce bottles (more like a wine bottle than a beer bottle) - one bottle per couple (or single person, as the case may be). I want to attach escort cards to each bottle to indicate table numbers for each couple/guest
I have no idea how to start this! A brewery has offerred to print the labels for us, so we just need to design them and then provide the electronic file, but I can't find a website where I can design a label to just have the electronic file (without ordering printed labels from that company). For the tags, I can't figure out how you get text/images onto the cards! If anyone can provide any resources or steps for doing this, I would really appreciate it!
Here are some inspiration pics:
