Not that dress exactly, but I feel like watters (watters.com) has some similar ones with the lace...!
There are several designers that have similar dresses. a few that come to mind: romona keveza spring 08, monique l'huiller spring 05 (the "claire" I think...), amsale fall 05

Not sure either, but it also looks similar to a few Jim Hjelm dresses.
My first instinct is to say "Miranda" by Monique Lhuillier. The scalloped edges in the back give it away.
