I would have guessed the same as you, that it was 21.8 in standard terms. But I really don't know! That would be high enough that your doc could rule out low P as an issue, I think. Mine has never ever been that high! Even on my medicated cycles the highest I got was 16.
I would interpret it the same way, as 21.8. That's right in the middle of perfectly normal. It's odd that it came in that form though.

Last cycle I had my progesterone tested at 7 DPO and just got the results, which I am a bit confused by. Please help...
The results say "Progesterone, Serum: 2180."
Aren't the results supposed to be around 15-30??? Should I be dividing the number (meaning, I guess???, that my result was a 21.8)? Help! All my doctor (who is a total nimrod) said was that the results were normal and that low P was definitely NOT causing my pre-AF spotting.
(FWIW, the test was a Lapcorp 500167, in case that means anything to anyone.)
