I would most defintely set the tables up like the second picture. How about lining the clear votive candles on the ledges of your venue. Look on craigslist for people selling votives. \
How about draping vines or branches from the top where the light fixture are with white christmas lights.
Maybe some moss (it gives a country rustic feel)

To work within that budget, I would concentrate on bang for the buck and see what you can get free.
You can get branches free- put an ad on craigslist for anyone doing pruning, landscaping etc.
Hang them horizontally under your beams and light with some white mini lights. Try to get those free or used off craigslist too.

Did you know that if you go to www.google.com and enter "site:craigslist.org white mini lights" for example, it will do a search of all craigslist cities, so you can see what is available within travelling distance from your location.
If you have plain branches you could even hot glue on artificial flowers to add to the romantic look.
Candles can also give big effects. Do you have anyone who can get you free wine bottles? There have been previous posts here on the Bee with tutorials about how to make candleholders out of wine bottles
The more you can get for free or DIY the more $ you will have for lights and candles.
@julies1949: I have been saving wine bottles for several months now, so I'm set on those (green is my color).
I don't believe we are allowed to have flames, if we can I'll stick some tall candles in my wine bottles. I am thinking I'll do mason jars tied with lace with the LED tealights for the window seals for sure.
For the tables I have white lace runners, white milk glass vases (not sure what I'm putting in them), green fabric napkins tied with twine and/or lace, herbs/flowers in burlap/lace covered tin cans

I'm thinking I'll go with hanging fabric from the ceiling, like this

and adding the white lights. and, maybe something like this hanging from the ceiling in random:

Yeah, I need to search craigslist. I just realized yesterday that I need to do something with my space. It kind of goes along with realizing I have a month until this whole thing is here!
What do you think? Will this look cohesive enough, or is it too much? Does it look vintage/romantic?
Thanks ladies!
Love your ideas and inspiration pics. It's going to be tough to do all that for $100. Be sure to post pics after the wedding.
@julies1949: yep. $100 ain't happening! I think I can do it for $200 though. I bought 140 yards of tulle on save-on-crafts for $75. Now I'm going to see how much white string lights are, make the yarn balls (should be relatively cheap), get the LED tealights, and flowers, and see what free branches I can get off of craigslist or friends. I think that should be good enough.
Lots of people have white lights for Christmas, you could save money by borrowing them from family members. Just put tags on the plugs so you know who they belong to. :)

I really like my reception space, but it needs some help. My theme is vintage romantic and I am thinking of vines/branches and string lighting. Any thoughts? Inspiration pictures would be awesome! :)
I don't have much money in my budget, so I'm thinking it needs to be about $100...impossible, right!?!
Here are some ideas/what I think I'm going for:
I'm looking at Target, Walmart, save-on-crafts.com, and Michaels. Here's some pics off the save-on-crafts website.
