Wow, that's gorgeous. It looks like two layers, not two separate veils, since they're both on one comb. I don't know where to buy it, but if you bought some very fine tulle, you could try to recreate it.
The gathering looks like each layer would be a trapezoidal piece, with the short side as the hem. If you gather the long side together, it would make the short side curve around the face as it's doing in the photo. I think. I feel like if you started off with a rectangular piece, it would just turn into a big ruffle, and wouldn't curve around properly. Experiment with some cheaper tulle, it's very inexpensive, and then get the good stuff to do the real thing.
The rhinestones could be attached with craft glue, and the whole thing could be sewn onto a comb pretty easily.

I am absolutely in love with this veil from Erica Koesler, but I have no idea how to recreate it. The description says it's two veils. Does this mean it's two-layers (top layer for the blusher)? Sorry, I am a total noob at the lingo.
