It's hard to tell how much room there is - are the chairs up against walls on either side? If so, I'd say no.
Do you have to swag the tulle? What about wrapping the freestanding hooks with tulle and hanging the tea cups from the hooks?
It's really hard to tell from that picture. Can you not go and see if you're able to get to the chairs from the non-main aisle?
I think the teacup idea is very pretty. You could also do shepherds hooks in decorated plant pots.
Your guests should be able to squeeze their way into their seats, one thing to think of though, do you have any elderly guests or ones with diasbilities? If you do you may want to make sure that you could remove and replace a section of the fabric that you are using on the asile so that they could be seated much easier. I love your location I think it's just beautiful.
Thanks so much!!, the location is a historical warehouse right on the Mississippi, very romantic and vintage! Plus the cost for the entire venue with all linens, china, bar, wedding set up , reception, and staff was only $1,000! No need for traveling, all in one location. (Since when did "only $1,000 become a deal? When you plan a wedding of course! LOL)
My BM's and I are going to check it out next week to see how much clearance it is between the walls & chairs. Both groomsmen have amputations, which is why we didn't do an outdoor grass, uneven surface wedding.
Great idea on tying the tulle to the hooks. I knew you would have some good ideas!

I am having an outdoor wedding in a courtyard which is attached to our venue. I had envisons of it being decorated like attached pic, charming teacups filled with flowers, swagged material between the chairs.FI took pics this weekend of it set up for another wedding, and my dismay:
1. that the chairs are rounded, unable to hang anything from them like a square chair!
2.Plan B, place shepard hooks to hold flowers and toille, alas look, it is cobblestone, can't get a hook in the ground!
3.Ok, thank you Goggle, found shepard hooks with bases on SaveOn crafts reasonable priced
4.So I ask, does it logistically look like people can squeeze by the sides of the chairs to get to the seats? They won't be able to get in from the aisle because of the swagged material blocking it. Help any other ideas?
