April in Tampa IS hot–I see that’s your listed wedding date. I think maybe you would be better off with Jan/Feb if you want it cool enough for a sweater.

Have you looked into Grand Plaza Hotel? They are fairly reasonably priced.

Ditto PP… April is getting firmly into swimsuit territory.  I’d move it back to March; February tends to get pretty cold.

As for location, check out the local parks: Lettuce Lake Park (in North Tampa), Hillsborough State Park, Fort DeSoto Park (St. Petersburg), Honeymoon Island/Caladesi Island, etc.

The town of Gulfport (about 30 min from downtown Tampa) has a bunch of wonderful places, including Stetson College of Law, which used to be a Spanish day spa.  Gulfport is also loaded with super yummy restaurants, so your options for bringing in an outside caterer should be plentiful.

Just think outside the box, and you should be fine.

The Rusty Pelican had some affordble options when we were planning our wedding. We were going to have 50 people and a brunch meal. Very beautiful venue.

As other posters have said, April is definetly HOT weather. Nothing cool about it.
