ive bought vintage brooches off etsy, it was very reasonably price for the product. worth a shot
I'd stake my reputation that those are gumpaste brooches. Most likely, the cake designer had a silicon mold make from a single brooch and uses it to make as many brooches as they need for a cake.
This is a pic of a silicon mold and a clay impression.
The concept is the same with gumpaste. Find a brooch you love and see if your cake design can make a mold from it, or put up a request on Etsy.
