Okay, well. Is the top a separate layer? Because if so, you could have that be an over bustle, and the bottom layer could be an under bustle -- best of both worlds! My sister did something similar for her dress, which had an alencon lace overlaying the bottom part of the dress.
I think an over bustle would look best with your style of dress, but for bustle inspiration, you might want to check this out.
