Have you tried looking into another community-owned venue? Perhaps one in another park? Or perhaps even getting a permit and having it outside at a gazebo in a park somewhere?
I'm not sure what your budget is, and I'm not from Dallas, but here are a few places I just found:

The Ryan Manor
Have you checked Big Thicket?? It's on White Rock as well -- it's smaller than Winfrey Point though. Maybe the Arboretum or the Filter Building? PM me if you need more ideas -- I looked everywhere!!

A&M Gardens, Botanical gardens, mckinney Clark Gardens and Reception Hall..
What's your guest count like? I've been to a wedding at A&M gardens-- it's beautiful, but very far from DeSoto. The botanic gardens is also beautiful!
The Cedar Hill Rec Center in Cedar Hill, Texas is pretty new. It has a commercial kitchen for rent too. You can do your own food. If you want alcohol you have to get a police officer from the local police dept. It is pretty cheap and they do not have to resident vs non resident rates if you want music you have to rent all 4 sections about 100.00 per hour and additional 40.00 per hour for the kitchen.
I think the Desoto Civic Center has a similar price scale as well.
Yeah I had to book Winfrey Point almost 18 months in advance. What about Avanti Fountain Place. It's really pretty at night.
Also there is Heard Museum in McKinney and Myers Park in Mckinney too. Myers is kind of like Winfrey Point I have heard.

My reception site just fell through, I was going to have a tented backyard reception in my FI's grandparent's backyard but they don't want the responsibilty understandably. Winfrey Point on White Rock Lake was my second choice but it is completely booked for next June! I am getting married in a church in DeSoto and need somewhere within 30 min, hopefully with a pretty outdoor setting because if I have to give up my outdoor reception I at least want to have a pretty setting to see out the windows. One hitch is that my family is making my reception food so the place can't require catering or be too pricey. Any ideas?
