If it were me I would make it in excel and use the cells to assist me so that any font would work.

Definitely just do it yourself.  That way you can use a font you love! I used Illustrator for our invitations, and it’s easy to make sure everything lines up correctly; I’m sure Photoshop is very similar.

@Miss Hill Country: Just to clarify, I meant just do it yourself in Photoshop.  Just make two separate text boxes and put them on top of one another. That way you don’t have to deal with excel at all, and can keep everything in one program.

If it’s text, I would recommend using Illustrator over Photoshop.  I do all my photo editing in Lightroom/Photoshop, but I export the photo to Illustrator to add text.  The text comes out cleaner in Illustrator.  Also for the hearts and floral elements are probably vector images so Illustrator would handle that better as well.
