Not too dressy, but definitely too short.  High tea is a formal, generally very conservative affair.  Think proper English ladies in their Sunday best, hats and gloves. OK, so many people don’t actually wear that to tea and aren’t English (although I have seen many that do), but its still the atmosphere of high tea.

I think a nice longer sleaved top would balance out the shortness of the skirt. It is cute. And not too high of heels either (or course this also depends on how short it actually is on you- the model could have super long legs!)

I agree that the skirt is too short for tea, but it would look cute on New Year’s Eve.

definitely not appropriate for high tea! if you wear it on christmas, i would pair it with a plain long-sleeve shirt and some tights.
