At dinner time you can not wear shorts/tank tops, unless going to the buffet or the sports bar. Other than that, jeans, pants, skirts, are fine.
Traditionally although not called and written as such, the 2nd and last night of the cruise are still considered formal nights, where cruisers in the know, and used to sailing dress up. The photographers are out with backdrops all over the ship, and ready to take your pictures.
The items you have suggested will be fine. Please do not get all wrapped up about specialty dining, Cagney's is great, but over rated. Save your $25 per person and go to a nice steak house at home. They do have steak on the menu nightly in the main dining room.
5 cruises on NCL, they are my favorite.
@clover32512: Thank you so much. Have you ever been on NCL Spirit out of New Orleans? We are visiting Costa maya, Roatan, Belize City, and Cozumel.
We did that itinerary on a Carnival ship. Did you h ave questions about the ports of call?
I went on an NCL cruise last year. You don't need anything fancy. Sun/maxi dresses are fine and everything else @clover32512: suggested. Don't overthink it.

Okay so its not my honeymoon but it is my 1 year wedding anniversary. We are going on a NCL to the Carribean with some friends. I am just a little confused with the freestyle dining attire. I know other cruise lines have formal nights so I just want to be sure we are dressed nicely and approprietly. We of course want to dine in some of the speciality restauarants but what should we bring to wear? Help! Should the DH bring dress shirts and ties? Should I bring a nice cocktail dress or more cute sundresses? Sorry I am a cruise newbie and need a little help. We leave soon.
