A swap meet if you have one near you! I got some really cute dresses for under 30 each. I also went to Nordstroms and got dresses on sale. Its a good time to look for them, because most summer dresses will be on sale now with the summer clothes not being "in season" anymore.
I got a few at Old Navy. My mom mentioned Macy's had a ton on sale a few days ago as well.
I second Old Navy. Also I probably sound like a broken record, but J. Crew final sale. Also if you can wear their sizes (they run a little small) American Eagle always has dresses on sale for less than $20 and they often have clearance and free shipping promotions.
I love Ross and Marshalls for dresses! I get almost all my dresses there, because I'm a tudent on a budget and sometimes I get adorable dresses for like $10-14 each! Not on clearance! REGULAR PRICE PEOPLE! Especially at Ross. Just like, take a Xanax and drink a glass of wine before you go though, sometimes the store is overrun with people and their screaming children.
I just got three AWESOME sundresses at J.C. Penney for $47. They were all marked down because its end of season, and there were a lot to choose from. I was surprised that I had so many that fit me well. I had to limit my purchase to three.
Forever 21? Their stuff is so cute and cheap. I shop the website all the time!

I second American Eagle (and it's not because I work for them as a CSSR part time--if you're calling about a problem, remember to be nice: we're human too. Stepping off soap box now)
I also find a lot of sundresses at Target, Ross, Marshels, Old Navy, and occasionaly Kohls.
Actually, I just got Ae Party Belted Dress and it's amazing for the weather (florida..'nuff said) but it's a little pricey without a sale.

I LOVE me some sundresses! I always buy mine from Papaya (http://www.papayaclothing.com/shop/goods_list_v1.php?Index=323&m=) they always have some of the cutest dresses and very reasonaly priced!
Victoria Secret is having an awesome sale right now on tons of summer items
Not sure where you live but H&M always has a them for cheap. I'm a big fan of the outlet mall, JCrew or Banana Republic outlets are great for summer staples.
I like TJ Maxx for casual dresses, if you don't mind digging around for stuff. Most retailers are probably going to be discounting their summer stuff to make way for fall clothes. I've never bought anything but lingerie and swimsuits from Victoria's Secret, but they have a lot of cute stuff.
I live in Canada so it might be different stores from where you are. I generally go to L'Aubainerie, Winners, Jacob, and Dynamite. They have nice cute stuff.
Forever 21 is a great place for very inexpensive sun dresses and cute going out tops. Also TJ Maxx, Marshalls, Ross are great places that always have tons of summer clothes on sale and clearance at this time of the year.
I also vote for American Eagle, I ordered a few sun dresses to take advantage of the end of season deals too. They have some cute casual dresses for $14.99.
Forever 21 has great prices.

Ross, Marshals and TJ Maxx are my favorites. I also hit up the Ann Taylor Loft and J. Crew Outlets! I live in Florida so a large sun dress collection is a must. These are my favorite choices :)
