Most resorts don’t "include" scuba diving. It’s almost always an extra charge, but you shouldn’t have any problem finding a resort that offers it.

Are you avid divers, or just want to try it out?

Sandals in Jamaica includes scuba diving.

when we stayed at a palace resorts (mexico) it was all-inclusive & includes all their tours we could schedule in. we didnt go scuba diving and i dont remember if they offered it, but we did snorkle.

I agree most resorts don’t "offer" it, but there are almost always diving shops nearby that cater to the tourist.  Maybe since diving is on the top of your "to do" list, first find a location that has beautiful diving.  For example, I am going to punta cana in the dominican republic.  They do of course have diving, but I hear its not the best because the fish popultion just isn’t the best.

So I would research good diving locations, then see what kind of all inclusives are in the area.

What about Belize? It’ s supposed to have some of the best diving and it can sometimes be a bit cheaper than the Caribbean. I think the best area for it is Ambergis Caye. Check it out!
