Have you thought about going to places like Priscilla of Boston and looking at the "Social Occaision" dresses? Some bridal salons carry that style gown as well that can be Mother of the Bride rather than just bridesmaids.
My concern with the Bridal Salons is a lot of them have a 3 month ship time, and with a May wedding, it would be cutting it close for alterations and such.
My mom found hers at the Dillards at Willowbrook. They usually seem to have a better selection than the woodlands and other large popular malls.
Has she tried the galleria? I would think she could easily find something in her budget there!
Any specific Galleria recommendations? Are you thinking department stores, or the little stores in the mall?
I'd suggest Dillard's or Nordstorms. However you might not find a good selection of sizes in the stores. What I did for my mom & mil was order from the 2 stores. I ordered tons of sizes and styles and returned the to the stores. Both were really happy with what I suggested.
For my mom, I got a "Soulmates" which is a lacey type dress. She liked the style so much that she got a different color and model for my sister's wedding.
@Watergirl4ever: I'd suggest going to Nordstrom and making an appointment with a personal shopper. It is a complimentary service and I love using them.
@klp2010 That's funny that you found a better selection @ Willowbrook. When I ordered a ton of stuff for my MIL to try on, we returned everything that didn't fit to Willowbrook (because it was closest to where she was staying). They didn't even have most of the items I returned.

Do you know of a good place to find a mother of the bride dress in Houston? The budget is less than $1,000, and it's a formal wedding, so it would be a long dress.
