Hard to tell, but that looks like PVC pipe.  If you go to your local hardware store, check out the pipe/plumbing aisles.  You will be able to find poles, connectors, and then you can look for weighted bottoms to stabilize the structure.  Connect the pieces on site and seal them with clear super glue or white duct tape.  Pick fabric that you like and drape accordingly.  I would think you could get a couple out of $500 if not more.

You can also go to a local sports outdoors store and pick up an awning. They are shaped the same and then just drape with fabric instead of making the frame. Most stores have samples set up for you so you can look at the framing and pick one that you want. Then you can resale the awning if you don’t want to keep it.

it looks like the gondola my brother has, could you not fill the pipes with sand somehow, tie ribbon round the legs to make them look pretty and use fabric to finish the effect

For the bases it looks like they have the metal stands i’ve seen at lowes before. The basically connect to the pvc pipe and have a flat bottome (like a CD) that helps hold it up. In the picture they also have it sitting on something black so maybe they connected it to that as well?

You can get metal (steel maybe?) bases to fit on the pipes that should be heavy enough.  Spray paint them white to have them blend in.  Once you get into the hardware store, you can look around or bring a picture with you and show one of the employees what you are trying to build.

The bottom pieces are called flanges.  You can find them in galvanized metal or PVC.  The galvanized would be heavier than the pvc and could be spray painted white.  You would want to spray paint the pvc as well since there’s always writing on it.  Depending on the thickness of the pvc pipes, you should be able to get a couple made for under $500.
