The yellow flowers will be some kind of brooch or hair accessory that you can pin to the strands. 

Those beads look like polished labradorites.

Have you ever done a strung necklace, like using crimps and crimp covers?  How about a triple strand?

This necklace really wouldn’t be difficult to make.  Ive made very simillar pieces myself.

I’m thinking the beading part would be easy to do, especially if you already have experience making jewelery, but I think you would need to find those flowers pre-made cause I can’t figure out how you would be able to do that part yourself.

It looks like an Irene Jung necklace. The yellow flowers are a vintage brooch and earrings set.

You could definitely make it for less than $260 (would be fun too!).

The seller may be able to get the earrings for you for the smaller flowers. 

Kristengettingmarried was pretty spot on, labradorite beads look very similar to the pic:

You can find vintage brooch and earring sets on Ebay and Etsy- or your local garage sales and flea markets.
