It does depend on the style you're after - some shops do more realistic styles, others more cartoon-y. I'd choose one of the shops that does lots of dogs, preferrably if they've done one that has similar looks to your dog so you can see exactly what you're going to get.
Also look at what they specialise in. Some seem to do more jewellery or other things while others just do figurines. I'd probably stick to one that does figurines, particularly one that does figurines from photos / based on real dogs, rather than just animals in general. People who specialise in producing figurines from photos will probably have the most expertise.

All 3 are the same price.
They all seem pretty comparable in talent. A few of them are more realistic replicas, than the other more cartoony types. But overall they seem to be safe bets. I really liked the 3rd one, it was obvious to me that they pay close attention to details. And I also liked the 4th one, they have more cutesy stuff. So it depends on what you're looking for. (I gravitate toward the cute stuff, so the 4th would be my choice!)

I put an alchemy request on etsy to make a custom cupcake topper of our dog. I got 14 different bids, and have narrowed it down to 8 or 9. How do I decide on what I want? Just by seeing what they've done before? The prices are similar, but there is a range (between $20-33). Here are some of the shops I'm choosing from:
