I think the smokey eye look will work. I don't think really dark lipstick will work as well for a beach wedding. I might, in your situation, go with a dramatic-natural look, by which I mean a sun-kissed look with shimmery cheeks, smokey eye in toasted browns, and a darker, shimmery gloss, also on the toasted side.
Kind of like this:
You can go as dramatic as you want. You don't have to obey the rules that say that every bride on the planet has to look like she isn't wearing anything.
Maybe I can go with the smokey look and lighter lipstick ( like above ) during the wedding and have her make it more dramtic/liner/lips for the reception. Ohhh so much to think about, makes my brain hurt, lol.

I have a beach day time wedding. How dramatic can I go with my makeup? I will be tan with very blonde hair and will be wearing my hair in a braided updo.
