A week or two before your wedding?
I'm having a dw and they need my final number 30 days before the wedding.
I think after a week (after the RSVP date) you should make some calls and just say that you hadn't received their RSVP. It may have got lost in the mail, or it may slipped their mind. I'd try and get in touch with everyone if you can, you wouldn't want the pleasant, but stressful, surprise of them turning up on the day and them not be catered for.

I think it depends on when the guest count is due to your wedding venue - you should have your final count ready at least 3 days before that in case last minute comes in. I had the "RSVP by" date on my invitation and then once that came, my hubby and I started calling those that had yet to RSVP and left them messages saying "Hi, I was calling to see if you're able to make it to our wedding. If I don't hear from you by Saturday (or whatever works for you), I will count you as a 'No'" that seemed to work.

my resort venue also gave me 30 days limit. but when i met with the coordinator in person 2 days before my wedding, we went over everything and if i said right then and there, can i add 2 more people at dinner, it would not have been an issue. they do weddings everyday and so she basically tells the staff and kitchen people what to do for that day. so i think it depends where you are getting married. of course if you are having a DW, then you will probably know well ahead of time who is coming because they have to book their travel, so this should not really be an issue you will have to worry about.
Unless you are doing your wedding at Pizza Hut I would ask for 30 days, even then you are going to have to call some people.
Here's a tip: The more you can do to make YOUR life easier, the better for everyone. Trust me.

I had 10 people RSVP in like two weeks before the wedding... My venue coordinator was not too happy about it but she changed the contract that Tuesday before my wedding on Saturday.
More people added- more money for them!!
I was upset at the late RSVPer's but with destination weddings some people just make it work closer to your date so I was understanding and soooo happy to have them come of course!

What is the latest time I should allow for RSVPs to come in? I'm thinking about giving a week or two buffer.
