I emailed a venue asking for a price quote. I received a response the next morning that said that they would reply within one business day. It has now been 11 days since I emailed them. Some reviews online say that they are read about responding. It really is a beautiful venue, but since I’m going for an all inclusive package, I feel like i need to use a venue that doesn’t just ignore me. How long should I wait until I contact them? Should I email them again or should I call them? If I do contact them again, should I mention that they never responded my first time contacting them? Or should I just cross them off my list even though it is my #1 choice?

I would call them as there’s a chance your email went to junk or 1 person read it and then forgot to respond. If its an all inclusive venue you’ll have a co-ordinatior there that will handle you after they’re booked and that should be faster for replies.

I agree that I would call them too. A phone call is more difficult to ignore than an email. If you do decide that it’s still a place you’re interested in, maybe you can nicely ask them about your concerns, for example, “I noticed that it’s easier to get in touch with you via phone. Is that the form of contact you’d prefer if I end up working with you?”
Personally, I do like email because I like having things in writing to refer back to.
I also agree with Elky that if you get assigned a personal coordinator, that should improve the flow of communication.
