You can do any of the three options! Some people give favours per person, others per couple. I have also seen a pretty basket with favours in it.

For heart cookie cutters, I like the per couple idea

You can do one per couple or one per household if you don’t want to waste/send people home with more than one. The hard part is making sure there aren’t any people left out. To solve this, we put people’s names on them, so they didn’t grab more than one.

For example: Adam and Amy Smith
