Definitely one per room is fine. You can tuck in a couple of extra goodies if it's a couple or friends sharing a room.
I would say one per couple. For your friends who are sharing a room I would suggest one bag, but with double the goodies so each one gets their own stuff. You don't want them to feel cheated.
Ok that's what I wanted to hear :) Just wanted to make sure one per room was fine! They can fight over who gets to keep the reusable bag :)

I am looking into giving our guests reusable shopping bags for their out-of-town bags at the hotel. When it comes to giving the bag, do I give one per room or do I give them to every guest in the room??? Most guests will be couples who are married or live together... only a few will be friends who are sharing rooms.
