It really varies, slip in albums seem to be on the cheaper side but there are literally thousands of album companies out there some better then others. It really depends on your photographer, what company they are using and what brand of album. I still can't believe someone who call themselves a pro would send you an incomplete product. Good luck and I hope you get a refund.
That's so awful. Like @PizzutiStudios said, cost really depends on the individual photographer. I ordered similar products to yours, and they were about $300 per album. I hope everything works out

Unfortunately, I'm in the process of asking for a refund on my wedding albums, since they were promised in June, didn't arrive until late august and when they did arrive, they didn't have the pages, just the album cover and the photographs. Now it's November and I still haven't heard anything about when we'll be getting the pages.
We ordered two 8x8, 24 image (12 page) slip in albums for the moms, and 1 10x10, 24 image (again, 12 pages) slip in album for us.
Since this was part of a package, we really don't have any dollar amount to go on other than a note that if we wanted to upgrade both the parent albums to 10x10s, it would be $350.
Help???
