This happened to us, recently. The guy who lives in the apartment next to ours has lived there longer than we have and randomly, after a year and a half, apparently decided smoking cigarettes in his tiny little apartment was a good idea. It went on for about a week before I told FI he had to say something (he knows the guy a lot better than I do).

The next time they ran into each other in the hallway, FI just said something like “Hey tenant, we noticed that it’s been smelling like a cigarettes a lot on our floor, do you know where it’s coming from?”(we’re the only two apartments on our floor, so it obviously was him) The neighbor was actually genuinely surprised we could smell it – he just didn’t realize! He told us he’d stop ASAP and that he was really sorry.

I bet your neighbors don’t realize, either! Just letting them know is definitely the best first step. If they STILL don’t stop smoking inside, then I’d contact your landlord.

I’m a big believer that you should talk to the person you have a problem with first, especially if you are on friendly terms with them.

Also, if there is nothing in the lease about it, I don’t think the landlord would do much about it.
