How to get an impressive chest with a low-back dress?

I had a big keyhole back and I’m going to say its pretty much impossible unless you have a halter… I have a small chest so it wasn’t really something I have ever had to show off… but I look pretty small/flat in my pictures even with double cups sewn in

I’m going through the same issue. I have a complete open back dress. I bought the stick ons and they suck! Someone told me to have cups sewn in, so this is my next step. I’m fairly small 36B so I hope this works!

I bought 2 backless push-up bras from Maidenform. It’s a regular fabric bra with and underwire and padding but it’s just the cups, no band or straps. they have silicon wings on the sides that stick to your skin. One of them had loops you could add clear straps to if you wanted a halter style bra. I trimmed the wings on mine so they couldn’t be seen in the dress. Maidenform has stores in the US and I believe they are carried in a few department stores as well.

Just wanted to add, Victoria Secret also has a few backless style with adhesive wings/cups!

Two ideas not mentioned:

Duck tape!

Get pregnant.  It was the only time I ever had an impressive chest.
