The only time I ever saw this done (I semi watched a decorating company do it at a wedding I was helping set up) there was velcro on the main table cloth, and then some additional pins.

@SapphireSun:  is correct. Usually when you have a skirted table, the venue uses little clips that slide over the top of the table and have velcro to which they attach corresponding velcro on the skirt. That part will likely be in place for you.

Swagging with tulle is actually pretty easy. You can attach the tulle with safety pins from the back, or long pearl headed straight pins from the front.

You can also use brooches if you like to add some bling to the tulle.

@out4answers:  It depends on the look you are going for.

If you want the strings of lights to swag also, you can secure one end of the lights to the leg of the table with masking tape (start at the bottom of the leg and wrap to the top- use an extension cord from the bottom of the leg to the outlet and tape down with duct tape or use a cover made for this purpose). Wrap the lights in a length of tulle then pin the tulle to the tablecloth in the swags you desire. The lights look better when wrapped in the tulle, rather than just having a sheer layer of tulle over the lights.

If you are using icicle lights, secure the plug end of the lights at the top corner of the table with a safety pin- be careful not to poke the cord -(tape the extension cord down the leg and then flat along the floor to the outlet). Use more safety pins to secure the length of the string of lights then drape your tulle over that.

This pic uses icicle lights under regular table skirting but you could drape tulle over that also.
