I've made several in MS Paint. That's about as easy as it gets. You need to have the pictures saved to your hard drive for that to work.
There's a lot of different ways. StyleMePretty has an inspiration board builder that does it for you if you choose photos. I found it a bit complicated, though. I just made mine in powerpoint on one slide- no need to save images, just copy and paste from the internet and resize/arrange as necessary.
You can also download Picasa for free. Just type it into a search engine. They make it for Mac and PC.
There is always Polyvore, which makes it pretty easy for you.
if you have a google account, you can also use google docs and export the files as PDF to share! Or do screen dumps of the slides. :)
It helps if you have Photoshop, but even Paint will work. If all else fails - do it the old shool way - print out pics (or cut form magazines) and create a physical board.

that's how i made mine. you just have to upload all the pictures, but it worked pretty well for me and then i could pick pantone colors that matched with the colors i was going for.
I save pics on my computer, then arrange them in Powerpoint. If you have adobe writer, you can pdf it and save it as a .jpeg. Otherwise just do a screenshot (print screen button on your keyboard) and paste it into MS Paint. Wow, I just reread that and it sounds complicated, but it really isn't, I promise!
I use Fireworks for mine. But yes, agree that powerpoint can work. I'm trying to figure out a way to allow pics to be bookmarked into a little online booklet. wouldn't that be awesome? I'm talking to my techy friends about it...

To those of you who have put together inspiration boards: How do you do it?
How do you get all of the images arranged onto one palette? Is there a special program for inputting the photos you like and it then arranges them for you?
