If tights will look nice with the dress, thats a good idea as it is winter! Everyone should wear them though. Alternatively, is the hem thick, ie can it be lowered? Would it look nice to add fabric or touille to the bottom?

Get a seamstress to add extra tulle and a strip of black fabric to the under layer.  It shouldn’t be too hard and should blend in since the dress is tiered.

Can you add a band of trim?  Or an underskirt trim (David’s sells them for their knee-length, but you could do a custom in a pinch).

Like @ Melini said, I would at least try the under skirt.
