I think they make clips for that. I'm sorry I don't know what their called but I've seen them. They're clear and they clip to the table like little hooks then you drape your fabric on them.
It looks like they may have just pinned the fabric and then covered the pins with flowers.
i found another pix as a reference, i'm impressed how people are so creative and can decorate the table like this:
You can get a box of corage pins at Joanns or Michaels and then just pin the swags how you want them. Another option would be to get some brooches to use in place of the pins. You could also use safety pins, if you didn't want to use the straight pins.
Take a look at this site. Maybe this will give you a better idea of what I was trying to describe.
