You could try the Inn at Governor House, also in Baltimore City. I worked a wedding there years ago when my BFF"s dad owned a catering company, and it was beautiful. I do hear Chase Court is as well, and you have both indoor and outdoor options (indoor only at the Inn, and not sure about parking).
Can you give some criteria, pros and cons? I really liked the Maryland Yacht Club in Pasadena, and my dream venue was Celebrations on the Bay in the tent, but it was too expensive
Chase Court is very pretty, but really expensive, IMHO. We are having a 35 guest wedding at a B&B on the eastern shore. It's been an amazing experience so far and we can't wait for the big day to finally arrive! Take a look and bedandbreakfast.com. They have a key that tells you whether or not the B&B also does weddings. The Historic Inns of Annapolis also had nice spaces for smaller groups at a reasonable price. And if you are open to a weeknight option so as to not go broke on a venue fee, a friend just had her small wedding at Grammercy Mansion. It was stunning.
Try Elkridge Furnace Inn, you probably will not need their tent, as you can likley just use the house, but they have lots of scenarios and if you grab a weekend that they need filled they will likely cut you a deal! We are getting married there in November and know a bunch of people who have been married or been to wedding there and the reviews are always a rave.
Chase Court is really nice. However it can get pricey since tables and chairs are not included in the rental fee.
Have you considered Historic Oakland in Columbia? It's intimate, classy (in an understated way) and affordable. I've coordinated a wedding there and it was absolutely beautiful.
I fell in love with this venue http://www.ellicottcityweddingsandevents.com/. It is very romantic and intimate. You can do both your wedding and reception there and the owner (Paige) is really sweet.

Hi,
I got engaged in March of this year. My FI and I originally wanted to just do a courthouse ceremony. Then we were going to have a dinner with a small group of family and friends (30 maximum). Now, I have changed my mind and I want to have a small ceremony (still 30 people maximum) and a reception. I have been looking at places in Baltimore to do this at. I saw Chase Court and I thought it was a nice place to host a small ceremony. However, I'm still not sold on it.
Does anyone have any other suggestions? I'm open to doing the ceremony in Baltimore, Annapolis, or DC.
