Have you tried the garment district? There's always Mood, made famous by Project Runway. :-)
That's kind of surprising since I always viewed NYC as the place where you could find ANYTHING, but a quick search of WB yielded this extremely helpful post =):

I'm in NYC, but I'm new so I don't know all the crafty stores, but try a fabric store. Im from Indiana and we had a Joanne fabrics there, but idk about nyc. You may not be able to find ribbon per se, but they have fabric you can cut into strips. I found my black lace that I needed there :)

If you want fancy stuff, mrbee is right, try the garment district. I live here and you can find anything around these stores (the most notorious is M&J on 6th ave btw 37th and 38th).
If you're looking to do a big project and you need a lot of ribbon, I highly recommend buying it off of Ebay. You can get bulk quantities for REALLY cheap! That's what I did :)

wow, thanks so much fellow engagees! of course! I was looking in the wrong places, I never paid attention to these stores-- I never went in and thought they sold buttons thanks Mr. bee, I always thought I'd have to go to some designer place and ask for scraps and didnt know how to start that

Perfect! now I can let me creative juices flowing; I'm going to make my own guest book, now I can put some bling bling and my own stamp on it, yay!!!!!!!!!!!I can put ribbons on my programs and make it my own

finally found some 0.50 ribbon at Michaels and $1.00 ribbon at the dollar store in long island; also found satin white cloth in the garment district 2.50 per 1/2 yard, problem solved!

Im doing a lot of my own stuff, my own bouquets, boutenniere's , programs, invitations; where can I find white ribbon and lace?
