I found this link that may be of use to you. The blogger has a valid pooint, that even when you buy onlin, you end up having to assemble them yourself anyway, so why not make your own?
i think they are actually very easy to make. i know some are made with vellum paper.
these are super easy to make. I saw a bride on Four Weddings do it - she basically rolled the paper into a cone shape and stapled it at the top.

Hi.. I am having silk rose petal being thrown at the church. The problem is I can't find plain white cones to hold the petals. All the ones I have been finding are too much money to be thrown out right after the guests use them. Also I have been looking for white cones that are pre assembled but also inexpensive. Thank you so much for the help!
