My  mom’s goddaughter is really crafty and she is making our cake topper.  She’s using clay, which I think is pretty common in cake toppers?

you should check out Miss. Elephants post, she found a great cake topper maker on etsy.  If nothing else you could use the same material(I think its polymer clay?)

We made ours out of clay since we couldnt find an interracial one. it turned out great!

I actually work a lot with clay, including cake toppers. I would suggest Polymer clay, it works great for small details that you will need, for what you are looking for. And it is very easy to work with. be careful when you choose the brand of clay because some are very crumbly and others tend to be too soft. After you cook your piece they can tend to be very delicate as well.

Here’s a picture of an ornament I made last Christmas. Just to give you an idea of what a carousel horse may look like in clay…

I got my cake topper from Mudcards on Etsy.. she’s AWESOME! It takes some time for her to finish it, but it’s well worth it! Good luck!

going to second the polymer clay. i’m making ours out of sculpey.
