I just created one earlier this month & used wordpress.com & I really like it. It is very user-friendly & easy to use & you can see how often your blog gets "hits" & the layouts are nice as well.
I've used Blogspot and Livejournal. Each certainly have their own strengths. LJ is more about friendships, while Blogspot is more "independent serious blogger."
I've used blogspot, livejournal, and xanga. Blogspot is one of the easier ones to use and to customize--that's what i'd recommend! (& I track traffic with google analytics)
I use blogspot. At first it was difficult to use, but once I played around a bit, I was able to completely personalize my blog. I had the most difficult time coming up with a title and so....I used Google! I typed it "love quotes" and then picked the last 4 words of the first quote that came up. So, my blog is called "The Capacity to Love". I love love love it! And I get compliments on how adorable it is all the time. For my blogger name, I did the same thing except I used the second quote. My blogger name is "It'sCalledLove". Then I used our wedding colors to personalize the blog. Turned out great!

I have used Wordpress.com and Blogger. I like Blogger a lot better. Wordpress.com doesn't allow you to customize as much as Blogger, and you cannot post anything that includes Javascript. With Wordpress, you are limited to the themes they provide through Wordpress.com. You cannot upload a theme found somewhere else, not even a custom wordpress theme.
I had switched from blogger to wordpress.com, but was so frustrated with the limitations, so I switched back to blogger about a month ago. I've gotten a lot more traffic since switching.
Currently I just started using live journal..but I am really hoping to switch to blogspot. I just love reading everybody's blogs... they are so resourceful sometimes.
