I second iDiy! That's really the only place I have seen templates.
Places like Michaels and Target have kits, though, that are pretty cheap and a lot of them are very cute!

I actually found some cute ones here: http://www.pashweddings.com/library/wedding-invitation-templates.php.
If you open them in word you can play around with the formatting a bit to suit your tastes.
