Hmm. . . DC doesn't have much in the way of local snacks. Maybe check out some local bakery to put cookies in there? A chili dog from Ben's Chili Bowl? haha. Sorry that's not helpful. We're getting married in the area also, and we'll have to think about this eventually. Good luck!
I can't think of anything snack related that is unique to DC, but I did have some other ideas for you! I found these super cute cookies - http://www.harvardsweetboutique.com/p-157-party-pride-cookies-bipartisan.aspx. You could easily make these yourself (or recruit your bridal party to help!). You could even throw in a box of animal crackers and put a tag on it saying something about the National Zoo. Or, what about some Penny Candy? You could put a note in with it saying something to the effect of the long history of DC - http://www.hometownfavorites.com/shop/candy_store.asp. Sorry I wasn't more help with specific foods native to DC! I'm in Baltimore, and we put Utz Crab Chips in ours. I know thats more of a MD thing, but it might work for you depending on if you visit Baltimore a lot!
I'm pretty sure the Pentagon City Costco has some Pentagon shaped chocolates in thier chocolate shop, you could look for stuff like that.
I'm also looking for washington dc/md treats for oot bags! if anyone has anymore suggestions i'd love to hear them!
Berger cookies? I mean, I know they're more of an MD thing, but it's the only sweet i could think of. Or something crab related, old bay?

I can't seem to think of any snacks that are unique to the Washington DC area for me to include in my out of town bags. Any ideas?
