You might PM helenberrycrunch, her whole wedding was at a park and she did decorations.  She would have some great advice for a location like that.

I would hire a couple of college students. It’s hard to fend off the curious by yourself.

@julies1949:  completely agree. If the park is used regularly and you are afraid of things happening to your decorations I would just hire some people to sit there for an hour or two. If you live in a college town that would be super easy. I know as I college student I would have jumped at the chance to sit in a park and read for 2 hours and get paid to make sure nothing dissapears.
