@peyton: i would probably say a bit about how kelly felt when she met jay, and how you know the two of them are great for each other. for instance, you know jay was the one for kelly when he ordered kelly's food for her one day and asked the waiter to put the bread on the side. something cute and funny...
other than that it's really cute.
That already sounds like a heartfelt toast, and I'd be honored to have you as such a good friend.
Even though you haven't met her fiancé, is there any way you could add more about their relationship? Any change you've witnessed in her or your friendship in a positive way since they've been together? Or things that she has shared about him and his nature with you? I just think it could benefit from a little bit of balance... you've got the right amount of Kelly. Now you just could use a little more Jay.
Ergh, yep, it's more lopsided than I thought, isn't it. I think I may wind up waiting until the last minute to add more "Jay" since hopefully I'll get a few good stories out of the couple of days before the wedding. I'm racking my brain right now and I can't think of anything without talking about how supportive he's been of her medical issues (and I don't want to go there at all).
If you're worried about not knowing Jay very well, perhaps you could connect the way you describe Kelly's commitment and support to those she loves ("adores her family and her close friends, and she is unwavering in her support") to the way you've seen her treat/talk about Jay? (What makes you confident that Kelly's so devoted to him, for example.)
You may not know him well enough to explain how you know he loves her, but you could add a sentence or two about why you know Kelly's crazy for him just before the last two sentences. Your friend is lucky to have a sweet MOH putting so much thought into her toast!
I would definitely mention something a little more about her FI, but besides that, it sounds great.
I really like it but, like other posters, I'd add more about Jay... even if it's in how you saw her fall in love with him (or heard over the phone, etc) and how it changed her for the better.

Hi! I'm MOH in my college friend's wedding on Saturday. She and I live several states apart, so I've actually never met her fiance. Here's the toast I have (so far):
I’ve known Kelly since freshman year of college, when we lived on the same hall in our freshman dorm. We survived four years of nutty roommates, late night study sessions at the IHOP, and all of the ups and downs that come during your college years. Kelly is truly a unique person – she is who she is, and if you don’t like that she orders her grilled chicken sandwiches with the bread on the side, well, then, too bad.
