I also have a huge problem making my hair more "fancy" on certain occasions. Have you looked into using a headband or pretty bobby pins? These are cheap and easy accessories! Claires has some amaizing things!
I'm not as good with short hair. But when I had short hair, I would twist the sides and pin them in the back, or do twist the sides and do a low bun.
I agree with pins or a headband. My hair is cut to my jawline and that's about all I can do. You might try curls and a headband, even my short hair can be curled for a dressier look. I wash my hair at night and while it's wet, roll it in the same rods you use for a home perm. Sleep in the rods (uncomfy, I know) and take them out in the morning. I can usually go a few days with out washing before the curls fall too much or are too greasy.

i have no idea what to do with my hair! i figured some other bees would have some easy DIY inspiration or ideas =)
this is how long (or short) my hair is. the last wedding we went to i left it down and it just made me look really unformal and didnt go with my formal-ish dress at all.
