It definitely looks custom made... There is a dress maker from Seattle I think that makes dresses with color like that... It was on another thread I cant remember though... sorry I'm not much help!

You could theoretically contact the photographer and ask her for the bride's contact info and request information about the designer (especially if it's a one of a kind dress)
I don't know how helpful this will be but, I think I saw that dress on an episode of "Platinum weddings" or one of those other similar shows. All I remember about it is that the bride was half-Indian and she wanted a western-style wedding, but she wanted to incorporate her Indian heritage. The dress was custom made. The red part of the dress was her mother's wedding Sari.
Using Google Reverse Image search, it looks like the dress is a custom Renella De Fina gown...
