You need to quantify the cost of each additional person and make them aware of the additional costs. Ask them to pay for extra guests.

Say something like:

“FMIL, FFIL, I really appreciate that you’re letting us use your backyard for the reception!  We’re really looking forward to seeing everyone, especially (name some relatives here).  However, we’re running into some issues with the budget.  We can afford to feed 100 people, and we’re already past that number.  I know you’d love to invite (cousin’s 6 frat boy friends, random relative you’ve never seen), but we simply can’t afford any more people.  We don’t want to start out our married lives in debt.”

you do not say anything to your soon to be inlaws,that is your FI job to always handle his family.

he should nicely tell them that 100 people are your budget and that please treat this as a wedding and not a bbq get together 🙂
