My advice is to go straight to a caterer and tell them this budget- the biggest cost is food. I am unable to get under 35/person just for food, for a BRUNCH, not even a lunch, and not including venue rental cost.
Find out how much a venue rental plus independent catering will cost then shop around at venues that are married to a caterer and see if their package price will save you any money.
As @danicalifornia: said, definitely check out a caterer. http://www.bridgecreekcatering.com/ I came across them while researching for myself they have done a lot of weddings in cute barns, historic sites etc. with low fees and do western connecticut.
Also google CT and MA state parks and historic sites. I was able to find some places like that for NY to consider as well as looking through photographers albums for venues I was interested in but out of my price range I found similar lower priced venues to consider.
Lastly, my friend's wedding in Springfield, MA in 2010 was at an Elks lodge and they were on a super tight budget.

Look into Cornocopia in Torrington Ct. They were one of the least expensive places we saw and it is very nice. We ultimately decided to go with another venue that was in a location closer to our families, but I have no doubt our wedding here would have been wonderful. For a Saturday night wedding in peak wedding season it was around $80 pp. I'm sure if you did a Friday or a Sunday and maybe a bit off season you can get it within budget. They were very flexible.

Cascade has a $50 pp wedding special! I think the have it every year!
We rented out the Riverfront Community Center in Glastonbury--they allow you to use your own caterer which helps save a lot. It is next to a corn field and has beautiful foiliage in October.

I am planning on getting married in October of next year and am having a hard time coming up with venue ideas. I thought some of you CT area brides might be able to help. We want to get married in central CT or southern MA (within about 50 miles of Hartford). We are on a tight budget and need to definitely stay under $50 per person, perferebly less. We plan to invite around 100 people. We also need a ceremony site (maybe something outdoors, not a church). We would like either a modern/contemprary or maybe a rustic feel. We would prefer nothing with a Victorian or Renaissance-type feeling. Thanks for your help!
