I would take a look at any Marshalls or TJ Maxx stores near you - I saw a lot of purple dresses that would work for flowergirls just a few weeks ago.
We got our flowergirls dresses there they're just ivory - but we added some ribbon and decor from craft stores in our colors.

Oh that may be a good idea. Just a white/ivory one and add colored sash. Hmmm....

http://www.elitedresses.com/Baby_and_Toddler_Dresses_s/11.htm has the cheapest flowergirl dresses that I've found. Well, I was searching for a specific one and they sell it for far cheaper than any of the other sites.
I also found this one on mygirldress.com. http://www.mygirldress.com/flowergirldress-mg1972pl.html I'm not sure if it's the right shade of purple, and you can change the sash color to either the same purple color or black. Not sure if it's what you're looking for, but I think it's cute and it fits your price point.
