Your observation is correct. Year = 1992.
It's Stephanie Seymour from the Guns n Roses November Rain video! I was 17 at the time and I adored her in that dress. I remember feeling sad I that I didn't have superlong skinny model legs and would never be able to wear something like that.

It's so funny you posted that...I must be clairvoyant. I was just talking to my husband yesterday about her. He was born in'82 and has never heard of her. We saw a leggy girl crossing the street while we were out in Beverly Hills and I was telling him "I would trade my curves for legs like that in a heartbeat...In the 90's when I was growing up the cool rocker guys would always date tall skinny supermodels and put them in their videos, like Stephanie Seymour. That's all I ever wished I looked like". He of course grew up with rap videos, is a total breast man and doesn't get that at all :)
ETA: He's laughing at this dress right now.
