I think it's a real fun idea! Can you imagine if one of them showed up though; the stress! haha, I was too nervous to have a big crowd around, thus the super small DW; so I don't think I could deal with being watched by a celebrity, haha!
On a side note, you might want to change your canadian prime minister's name as he hasn't been PM for years now. Stephen Harper has been PM for five years now and before him Paul Martin... But there will be elections in a few weeks, so it will change again.

@destiny1120: You can get a responce with a congratulations... Or sometimes just an autograph from a famous person. In a few rare cases, some have actually shown!
I looked into sending one to the Canadian Prime Minister, but they don't send notes for weddings, only Milestone anniversarys
