No, Photoshop Elements would not allow you to edit vector images. You need a program like Illustrator to do that.

Yes, would I be able to change the color or would I only be able to do that in Illustrator?
You can't do it in Photoshop Elements (I use PS and PS Elements ALL THE TIME! hehe) unless you want to use the image editing to change the color of the pic--but ALL the colors change.
You could do wand selection and change the colors that way, but you may want to use the 30 day free trial of Illustrator to edit the images you buy, and then save them how you want them.

i'm not an expert, but i was able to change the color of vectors in elements so long as they were solid ... is that what you were hoping to do?
I probably would just chose simple one-color illustrations to make it easier on myself. I heavily rely on brushes but there isn't a brush for everything I want to do :(

There are so many cool illustrations on istockphoto.
I am new to using Photoshop Elements and was wondering if I can use the vector illustrations in Elements.
Before purchasing anything wanted to make sure they are usable.
Does anyone know?
